Voting Question: Moving in with a friend?

I live in Aberdeen, Scotland. And I've decided to move in with my friend, or hopefully move in with my friend. I'd be sharing a room with her, we're both females, so I know that is acceptable. But how would I go around moving house, etc.? Who could I contact and do I have to pay? She lives with her mother. But her mother is fine with me moving in. And it's in the same town.
